Physically one can be incompetent by being handicap or blind and its kind, Mental incompetency is inability to comprehand, the nature of contract or legal proceedings, or someone who is mentally ill or retarded. Legal incompetence is not meeting the legal requirement to enter into the contract or fulfilling the contract.
